Indonesian Biodiversity Strategy and Action Plan (IBSAP) 2025 - 2045

The IBSAP 2025-2045 was developed following the conclusion of the IBSAP 2015-2020 to ensure biodiversity management aligns with national conditions and priorities. It is integrated with the 2025-2045 National Long-Term Development Plan (Rencana Pembangunan Jangka Panjang Nasional/RPJPN 2025-2045), the 2025-2029 National Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Nasional/RPJMN 2025-2029), and the Kunming-Montreal Global Biodiversity Framework. Additionally, it supports the achievement of the Sustainable Development Goals and the Vision of Indonesia Gold 2045. 

To promote sustainable biodiversity management, the Vision of IBSAP 2025–2045 is “Living in harmony with nature for the continuity of all life forms in Indonesia”, supported by the mission of “managing biodiversity through protection, sustainable use, enrichment of science and technology, and strengthening resources and governance”. 

There are five principles of biodiversity management for IBSAP implementation: 1) sovereignty, 2) fairness, 3) prudence, 4) systematic and measurable approaches, and 5) participatory. IBSAP 2025-2045 outlines 3 objectives, 13 strategies, 20 national targets, and 94 action groups. 

The main objectives of IBSAP 2025-2045 are: Objective 1. Strengthen ecosystem integration and resilience to reduce the risk of species extinction and preserve genetic diversity, addressed through 6 strategies, 7 national targets, and 38 action groups. The targets include ecosystem integration, restoration, protection, species and genetic conservation, invasive species reduction, pollution control, and climate resilience. Objective 2. Optimize the sustainable use of biodiversity for Society and future generations, addressed through 4 strategies, 5 national targets, and 25 action groups. The targets include sustainable forest resource management, sustainable cultivation practices, ecosystem service valuation, green and blue space availability, and equitable sharing of genetic resource benefits. Objective 3. Strengthen biodiversity governance through enriching science and technology; increasing human resource capacity; financial strengthening; strengthening regulations and law enforcement. This is addressed through 3 strategies, 8 national targets, and 31 action groups. The targets include advancement in science and technology, biosafety management, data integration, biodiversity mainstreaming, community and private sector participation, financial capacity, and incentive reform. This plan reflects Indonesia's commitment to balancing biodiversity conservation with sustainable development over the next two decades.

Aligned with the National Long-Term Development Plan 2025–2045, the IBSAP operates within a 2025–2045 timeframe, extending beyond the 2030 target year established under the KM-GBF.
