CAMEROON'S NATIONAL BIODIVERSITY STRATEGY AND ACTION PLAN
EN

The third edition of Cameroon's National Biodiversity Strategy and Action Plan (NBSAP III, 2025–2030) provides an updated strategic and operational framework aimed at addressing the increasing pressures on biodiversity at the national level. Developed in a national context where the loss of the country's rich and unique biodiversity is driven by deforestation, pollution, land-use change, invasive alien species, uncontrolled urbanization, and the exacerbating effects of climate change, the Strategy sets out priority areas for action and promotes effective sectoral integration by highlighting the interconnections between biodiversity, the economy, and ecosystem health.

NBSAP III builds on the lessons learned from Cameroon's Sixth National Report (6NR) to the Convention on Biological Diversity (CBD), the National Assessment of Biodiversity and Ecosystem Services (2022), and recent governance assessments. It is fully aligned with the Kunming–Montreal Global Biodiversity Framework, the Sustainable Development Goals (SDGs), Cameroon's commitments under ratified international biodiversity-related agreements, and the National Development Strategy 2030 (NDS30). This alignment reflects Cameroon's commitment to making biodiversity a cornerstone of sustainable development, climate resilience, and human well-being.

The Strategy was developed using the AMA² framework (Strategic Axis, Measure/Objective, Action, and Activity). It is structured around five (5) Strategic Axes, twenty-eight (28) National Objectives or Measures, seventy-three (73) Actions, one hundred and ninety-four (194) Activities, and two hundred and fifty (250) Indicators.

It focuses on reducing threats to biodiversity, restoring degraded ecosystems, generating, consolidating, and effectively utilizing knowledge, strengthening governance, and mobilizing sustainable financing. It promotes a whole-of-government and whole-of-society approach, ensuring the coordinated engagement of sectoral government institutions, Decentralized Territorial Authorities (DTAs), the private and financial sectors, Civil Society Organizations (CSOs), Indigenous Peoples and Local Communities (IPLCs), as well as women and youth.

Implementation is underpinned by an integrated institutional framework coordinated by the Ministry of the Environment, Nature Protection and Sustainable Development (MINEPDED), supported by a robust monitoring and evaluation system and a national biodiversity financing plan that will combine public and private resources, multilateral funding, and innovative financing mechanisms.

Through this Strategy, Cameroon reaffirms its ambition to build a green, inclusive, and resilient economy in which biodiversity serves as a key driver of economic, social, and environmental transformation.
