National target 5 covers many aspects of GBF Target 5, as follows:
- Sustainable use and harvesting: fishing capacity caps and restructuring, prohibited gear, seasonal and area-based restrictions (Decision 389), and science-based non-detriment criteria for exploiting endangered species (Circular 85).
- Legal: quantified enforcement targets (100% of reports received, >90% resolved, 100% of cases prosecuted) (Decision 1623), CITES permitting and facility registration (Circular 85), and inter-agency and international enforcement networks (Decision 149).
- Safe, and reducing the risk of pathogen spillover: covered - the "One Health" approach (Decision 149), health screening of wildlife imports (Decision 1623), and quarantine, isolation, veterinary-sanitation and biosafety requirements for breeding, conservation and rescue facilities (Circular 85).
- Preventing overexploitation: fleet and workforce reduction, aquatic resource protection areas, time-limited fishing bans and protection of breeding grounds and juvenile congregation areas (Decisions 389, 2773 and 1539).
- Minimizing impacts on non-target species and ecosystems: prohibition of destructive gear and methods (Decision 389) and the requirement that exploitation methods not harm other individuals, habitats or natural population structure (Circular 85).
- Applying the ecosystem approach: covered - fisheries protection and coastal planning follow an ecosystem-based approach and maintain ecosystem recovery capacity (Decisions 389, 1117 and 1539).
- Respecting and protecting customary sustainable use by indigenous peoples and local communities is reflected in co-management and community-participatory management of aquatic resources (Decision 1539) and in community interests and gender equality in the use of aquatic resources (Decision 389).
