GBF-T03. 30% of areas are effectively conserved
Elements of the global targets

National target 3 contributes to GBF Target 3 as follows:

  • Area coverage of terrestrial/inland-water and marine/coastal areas: covered, but at nationally determined levels (about 9% of land and 3-5% of national waters by 2030) that reflect national circumstances and are below the global 30% aspiration.
  • Protected areas and OECMs: covered through formal nature reserves and natural heritage sites, plus proposed OECM-type measures outside them (aquatic resource protection areas, fishing-ban areas, artificial habitats and community-conserved areas).
  • Effectively conserved and managed: covered - at least 70% of protected areas and natural heritage sites assessed for management effectiveness, with IUCN Green List registration encouraged.
  • Ecological connectivity: covered - planning organized around 8 ecological regions, with high-biodiversity areas, important ecological landscapes, and 10 biodiversity corridors providing connectivity.
  • Equitably governed and rights of local communities: partially covered - through co-management models, community-managed conservation areas and sustainable livelihood support in buffer zones and corridors.
  • Areas of particular importance for biodiversity and integration into wider land/seascapes are addressed through high-biodiversity areas, important wetlands, and ecological landscapes integrated into national and provincial spatial plans.
