Guidelines and measures for biodiversity conservation and protection of valuable natural features under Chapter 5.1 of the NEPP 2020-2030 specify the following guidelines devoted to this target: 

• Modify regulations due to updated addenda to international agreements: the Convention on the International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Convention on the Conservation of Migratory Species of Wild Animals (the Bonn Convention) and the Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA),
• improve the operation of cross-sectoral working groups for the implementation of ratified international agreements (CITES, and the convention governing wetlands of international importance especially as waterfowl habitat (the Ramsar Convention)

Concrete measures In support of goals and guidelines are listed in Chapter 5.1 of the NEPP 2020-2030 under Programme for the Protection of Plant and Animal Species and their Habitats and Ecosystems, and Programme for the Establishment of Protected Areas and the Restoration of Valuable Natural Features:

This global target is being addressed through several national goals, guidelines and various related measures. In accordance with the Nature Conservation Act, the National Nature Protection Programme defines the public interest concerning biodiversity conservation and determines the goals and guidelines for biodiversity conservation through a programme of measures for the protection of plant and animal species and their habitats and ecosystems. 

The NEPP 2020-2030 stipulates that Slovenia will, through measures of the Programme for the Protection of Plant and Animal Species and their Habitats and Ecosystems and the measures of the Programme for the Establishment of Protected Areas and the Restoration of Valuable Natural Features and the measures of Strategic Plan of Biodiversity maintain a high level of biodiversity, while achieving the following objectives:

1. maintain the favourable status of native wild species,
2. maintain the favourable status of the scope and quality of habitat types
3. prevent the introduction and spread of invasive alien species and manage their introduction and spread
4. recognise, evaluate and preserve landscape diversity and landscape characteristics important for biodiversity conservation,
5. monitor the situation to an extent that enables the determination of the level of conservation of all species important at the European level, and species and habitat types crucial as indicators 
6. monitor and improve the treatment of wild animal species taken from the wild for captivity, breeding, public display, trade or other purposes,

These goals are to be achievd through implementation of measures related to each of the goals (see: Table 1 of NEPP 2020-2030). Only the most relevant measures in relation to these objectives are highlighted here: 

Measure 1: Draft and update legislation; Update the regulation on the red list of endangered species.

Measure 27: Trafficking in endangered species; Raise public awareness to prevent illegal trafficking in endangered and protected species, detect violations and sanction violators.

Measure 28: Monitoring; Implement monitoring to the extent enabling the determination of the level of conservation of all species important at the European level, and species and habitat types crucial as indicators of the status (including endemic species).

Measure 32: Link geo-referenced data on spatial use and activities (as sources of pressure) with the status of species and habitat types.

Measure 43: Handling animals taken from the wild; Analyse the treatment of animals of wild species taken from the wild and take the necessary measures to amend protection regimes and raise standards and other measures to prevent adverse effects on wild species populations.

This global target is also covered under Strategic Plan for Biodiversity Conservation in Slovenia in Chapter 10 of NEPP 2020-2030. Overall national goal A: Improve the conservation status of species and their habitats. Among several national objectives and guidelines implementing this goal, we could emphasize the following:  1.3 Ensure improvement of the status of species from the Red List in the Republic of Slovenia and qualification species of Natura 2000 areas. The Strategic Plan lists a number of measures to implement this national objective (see: measures 1.3.1 – 1.3.5).

On fishing, National objective 2 states that by 2030, agriculture, forestry, water management and aquacultures will increase the inclusion of the protection of species and habitats of Slovenian and European importance in their programmes and plans. The corresponding measure 2.4 reads: Respect the principles of sustainable management in fishery species and other aquatic organisms so as to provide that populations are restored or maintained at a level that ensures sustainability.
