GBF-G-C. Benefits from the use of genetic resources are shared and substantially increased
Elements of the global targets

Goals in biodiversity conservation and protection of valuable natural features listed under Chapter 5.1 of the NEPP 2020-2030 recognise the importance of responsibility for about 1% of the global biodiversity, Slovenia will in the long term, through measures of the Programme for the Protection of Plant and Animal Species and their Habitats and Ecosystems and the measures of the Programme for the Establishment of Protected Areas and the Restoration of Valuable Natural Features and the measures of Strategic Plan of Biodiversity Conservation in Slovenia. emphasize the following national goal regarding use of genetic resources: “: »ensure the fair and just sharing of benefits from the utilisation of genetic resources and their subsequent use and marketing

Guidelines and measures for biodiversity conservation and protection of valuable natural features under Chapter 5.1 of the NEPP 2020-2030 specify the specific guideline devoted to genetic resources: “Administrative, scientific and enforcement bodies will need to be strengthened to carry out their tasks, especially in new fields such as access to and utilisation of genetic resources

Concrete measures In support of goals and guidelines are listed in Chapter 5.1 of the NEPP 2020-2030 under Programme for the Protection of Plant and Animal Species and their Habitats and Ecosystems, and Programme for the Establishment of Protected Areas and the Restoration of Valuable Natural Features:

Measure No. 17: »A comprehensive study (basis for legal regulation) on interest in genetic resources in Slovenia and on the methods and scope of their utilisation, ex situ keeping and sharing the benefits arising from their utilisation will be drafted”

Measure 23: Capacities for the application of legislation on genetic resources including supervision will be improved. 

  • Awareness of the importance of the Nagoya Protocol and its goal will be enhanced, a clearing-house mechanism to promote the use of best practices and the diligent behaviour of users will be established. 
  • Benefits arising from the utilisation of genetic resources and their subsequent use and marketing will be shared with the country providing these resources with the aim of promoting the conservation of biodiversity on a global scale. 
  • If necessary, legal regulation of the access to genetic resources based on the results of a comprehensive study will be adopted.

The provision on funding of NEPP 2020-2030 stipulates the following:  Taking into account the goals of the adopted global and EU policies on the conservation of biodiversity, priority funding will be given to existing measures and structures for their implementation.  Therefore, the extent of funding will be increased for the following: »provision of access to genetic resources and fair sharing of benefits arising from their utilisation”. 

The aspects of the global targets that not been sufficiently covered include a guarantee to ensure the fair and equitable sharing of benefits that arise from the utilization of digital sequence information on genetic resources. The second area is the fair and equitable sharing of benefits that arise from the utilization of traditional knowledge associated with genetic resources.
