The Federated States of Micronesia (FSM) National Biodiversity Strategy and Action Plan (NBSAP) 2026–2030 provides the national framework for conserving, sustainably using, and restoring the FSM’s biodiversity and natural resources while supporting the well-being, livelihoods, culture, and long-term resilience of its people.

The NBSAP recognizes the FSM’s exceptional marine, freshwater, and terrestrial biodiversity and the important role that healthy ecosystems play in sustaining communities, food security, cultural practices, livelihoods, and economic development. It provides a coordinated framework for national and State governments, communities, traditional resource owners, civil society, the private sector, academic and research institutions, and development partners to work together toward shared biodiversity outcomes.

The NBSAP is guided by a community-based approach, ecological integrity, sovereign rights over biological diversity, and the recognition and use of traditional knowledge and practices. Climate change, gender equality, and the meaningful participation of communities and stakeholders are integrated as cross-cutting considerations throughout the Strategy.

The NBSAP sets out national biodiversity priorities, targets, objectives, and actions addressing the conservation and sustainable management of ecosystems and species, the sustainable use of genetic resources, agrobiodiversity, sustainable development, biosecurity, waste management, institutional and human capacity, biodiversity mainstreaming, resource ownership and participation, and biodiversity financing. It also strengthens linkages between biodiversity conservation and broader national development priorities.

Implementation of the NBSAP will be supported through coordination between the National Government and the four FSM States—Chuuk, Kosrae, Pohnpei, and Yap—along with communities, traditional leaders and resource owners, non-governmental organizations, development partners, the private sector, and other stakeholders. The State Biodiversity Strategies and Action Plans (BSAPs) provide an important foundation for translating national biodiversity priorities into State and community-level actions.

The NBSAP also strengthens the focus on implementation, monitoring, reporting, capacity development, resource mobilization, and sustainable financing. It is intended to guide investment and coordination for biodiversity through 2030 and to support FSM’s implementation of the Kunming-Montreal Global Biodiversity Framework and its national commitments under the Convention on Biological Diversity.

Overall, the FSM NBSAP 2026–2030 serves as a national roadmap for maintaining and restoring biodiversity, promoting sustainable and equitable use of natural resources, strengthening community and institutional capacity, and ensuring that biodiversity remains an integral part of FSM’s sustainable development and future resilience.
