The Programme on Biological Diversity for the years 2026-2030 has been approved by the G.D. Nr 403/2026.                                                                                                                                                                                                                           The Programme  is developed with a view to implementing the Environmental Strategy for the years 2024-2030, approved by Government Decision No. 409/2024, and contributes to the achievement of General Objective 5 "Protecting, restoring and promoting the sustainable use of biodiversity and natural ecosystems".
The Programme is developed in accordance with the national policy framework on economic development and environmental protection, being aligned with the strategic directions established by the main national planning documents and sectoral policies related to environmental protection, agriculture, forestry, climate change, regional development and green economy, ensuring coherence between national priorities and international commitments in nature conservation. The Program implements the obligations assumed by the Republic of Moldova under the Convention on Biological Diversity (Rio de Janeiro, 1992), as well as the Kunming-Montreal Global Biodiversity Framework (KGBKM), adopted at the Conference of the Parties to the Convention on Biological Diversity (COP15), thus contributing to the achievement of the four global goals and 23 targets set for 2030.

In the context of the process of accession to the European Union, this Programme supports the alignment of national environmental and biodiversity policies with the European Union acquis, including the requirements of Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora (Habitats Directive) and Directive 2009/147/EC on the  conservation of wild birds (Birds Directive), in particular by linking it to the EU Biodiversity Strategy for 20309, which sets targets to expand the network of protected areas, restore ecosystems, improve governance and the knowledge base, strengthen financing and investment for natural resources, putting biological diversity and environmental health at the centre of policy agendas.

This programme is drawn up by the Ministry of the Environment, with the support of the Public Institution “National Environmental Projects Implementation Office” (P.I. NOEPI), in collaboration with research institutions and environmental civil society organisations. The drafting process was participatory in the spirit of General Objective 7 “Ensure efficient, inclusive and transparent governance” of the National Development Strategy “European Moldova 2030”. This Programme shall be implemented in the period 2026-2030, contributing to the achievement of the 2030 national targets and alignment with the Kunming-Montreal Global Biodiversity Framework.
