Target 17.1 aims for Eswatini to strengthen its biosafety framework by 2030 to ensure effective regulation of biotechnology applications and equitable access to their benefits. This target addresses a gap in the National Biodiversity Strategy and Action Plan (NBSAP) 2, where biosafety was not explicitly covered. Eswatini has already made significant strides, including the enactment of the Biosafety Act and the establishment of a National Biosafety Regulatory Committee overseeing GMOs. Biosafety measures are crucial for managing the risks associated with living modified organisms, contributing to the sustainable use and conservation of biological diversity. Strengthening this framework will allow Eswatini to harness biotechnological advancements while protecting its ecosystems and human health. Additionally, promoting equitable access ensures that all communities benefit from innovations in agriculture and health.

There is need to create an enabling environment through addressing gaps on Legal systems, providing for financial security for damage from LMOs-in line with the supplementary protocol. There is further need to strengthen institutional and individual capacities to regulate biotechnology and its emerging techniques while insuring public awareness and access to information. Thus increasing the need for financial and technology transfer.
