By 2040, governance and management regimes are improved for threatened species, native crops, livestock, wild relatives, and their genetic resources

Actions which will be taken to achieve the national target includes: 

• Assessment and Monitoring of Threatened Species (for different taxa) included in the national list using the Red List Index (agreed upon by experts). The assessment of the species should be a continuing activity for both terrestrial (with freshwater) and marine species.  This includes the creation of maps: to include distribution and routes (of migratory species) to establish locations. These will facilitate local participation in conservation and monitoring.
• Establishment of native species seed banks and nurseries to conserve genetic diversity and ensure the availability of native plant species for restoration and conservation efforts in several areas in the country. This is linked to the restoration of degraded habitats as per Target 2. 
• Development and Implementation of Conservation Plans for priority threatened wildlife species. This includes habitat protection, population management, and local stakeholder engagement (most specially for continuous species monitoring). Linked to Targets 1, 2 and 3.
• Improvement of Wild Populations of Economically Important Species via habitat restoration (Target 2), sustainable harvesting practices (Target 5), and fisheries management (Target 3, 5).
• Establishment and Maintenance of Wildlife Rescue Centers both terrestrial and aquatic/marine wildlife rescue centers to provide care, rehabilitation, and release of injured or displaced wildlife.
• Conservation of Migratory Species and Wetlands by protecting routes of migratory species in inland and coastal wetlands sites through the establishment of a network of protected areas or biodiversity corridors, habitat restoration, and community-based conservation initiatives (Targets 2 and 3).
• Protection of native livestock by continuing and supporting efforts of academe and other research agencies instituting genetic conservation programs, sustainable breeding practices. Another would be supporting traditional livestock farming communities (e.g. IPs – Target 22). 

These actions would contribute to the achievement of other specific targets of the KMGBF and the PBSAP.  Relevant agencies are DENR, DA and NGOs.

Assessment and Monitoring of Threatened Species (for different taxa) included in the national list using the Red List Index (agreed upon by experts). The assessment of the species should be a continuing activity not every several years to eventually cover all if not most of the endemic species. Annual publication of the assessment of species is necessary as to not lose the focus of this activity. Assessment of species would be enriched by scientific analysis of collected monitoring data.

This would entail funds which should be continuously provided by the government budget for BFAR and DENR. The Philippine Aquatic Red List Committee (PARLC) which is under the Bureau of Fisheries and Aquatic Resources (BFAR) gets its funding from the budget of the Fishpond Lease Agreements (FLAs) coffer. This is utilized for the activities by the different subcommittees of the PARLC to assess aquatic and marine species.
