By 2040, equitable, inclusive, effective, and gender-responsive representation and participation in decision-making, and access to justice related to biodiversity by all genders, youth, Indigenous Peoples, differently abled persons, local communities, and other stakeholders
Activities currently being undertaken are in varying levels of implementation.
Constant capacity building activities in the NGAs and more specially in the LGUs to mainstream gender considerations into local development plans, policies, and programs e.g., training sessions, technical assistance, and guidance on integrating gender-responsive approaches to local governance structures and decision-making processes (DILG, PCW, etc.)..
Establishing robust monitoring and evaluation mechanisms to track progress towards gender equality in biodiversity conservation efforts at the local level. Collect data, conduct gender analysis, and regularly assess the impact of interventions on women, indigenous peoples, and other marginalized groups to ensure accountability and effectiveness. The list of indicators to track progress are long, it also shows that they can only be achieved by consolidating inputs from several national agencies, NGOs and POs.

The gender issue is more prevalent in rural areas among indigenous peoples and local communities in the Philippines, additional means of implementation are indeed necessary to effectively address gender equality in biodiversity conservation efforts.
The country should develop, enhance and implement capacity-building programs specifically tailored to rural communities, indigenous peoples, and local leaders focusing on raising awareness about gender equality issues, providing training on gender-sensitive approaches to biodiversity conservation, and building the skills and knowledge of community members (especially women) to actively participate in decision-making processes.
Community-led initiatives that empower women and marginalized groups to actively engage in biodiversity conservation efforts should be facilitated, i.e. establishing community-based organizations, supporting women-led initiatives, and providing resources and technical assistance to enable communities to implement gender-responsive projects and programs.
Policies and programs related to biodiversity conservation incorporate the perspectives and priorities of rural communities, indigenous peoples, and women should be developed. It should involve stakeholders in participatory decision-making processes to co-create policies and strategies addressing their needs and challenges.
Awareness campaigns highlighting the importance of gender equality in biodiversity conservation, particularly in rural areas should be conducted using various communication channels and platforms, to disseminate information, raise awareness, and promote dialogue on gender issues.
Partnerships with local NGOs, community-based organizations, and grassroots movements working on gender equality and environmental conservation should be forged. These organizations can share their expertise and networks in gender-responsive initiatives at the grassroots level.
With these, the Philippines can better address the gender disparities that exist in rural areas and ensure that biodiversity conservation efforts are inclusive, participatory, and responsive to the needs and priorities of all stakeholders, particularly women and marginalized communities.
