Main legislation in place:
The Textile Labelling Regulation regulates the information provided to consumers on textile products.
The EU Ecolabel Regulation lays down rules for the establishment and application of the voluntary EU Ecolabel scheme. The label for environmental excellence is awarded to goods and services with excellent environmental performances throughout their life-lifecycle. Therefore, the label helps consumers, but also retailers and businesses to make sustainable choices.
The Regulation on food information to consumers establishes the general principles, requirements and responsibilities governing food information, and in particular food labelling.
The Organic Production and Labelling Regulation establishes the principles of organic production and lays down the rules concerning organic production, related certification and the use of indications referring to organic production in labelling and advertising.
The Regulation on classification, labelling and packaging of substances and mixtures harmonises the criteria for classification of substances and mixtures, and the rules of labelling and packaging for hazardous substances and mixtures.
The Directive Empowering Consumers in the Green Transition (amending Unfair Commercial Practices Directive and Consumer Rights Directive) aims to empower consumers for the green transition through better protection against unfair practices and better information.
The Recast Energy Performance of Buildings Directive, notably Articles 16, 19 and 26, aims to lay down rules on energy performance certificates, databases for the energy performance of buildings and requires Member States to take the necessary measures to inform the owners or tenants on the energy performance of buildings.
The Regulation on Ecodesign for Sustainable Products, notably Articles 7, 8 and 10, aims to introduce information requirements, the digital product passport and provisions on labels.
The Directive on Corporate Sustainability Due Diligence aims to foster sustainable and responsible corporate behaviour and to anchor human rights and environmental considerations in companies’ operations and corporate governance.
The Directive on common rules promoting the repair of goods, notably Article 6, aims to lay down rules on providing information on the obligation to repair.
The revision of the Regulation on classification, labelling and packaging of chemicals aims to update labelling provisions of chemicals amongst others to make labels more consumer friendly.
The Regulation on packaging and packaging waste includes labelling and information requirements in Articles 11 and 12.
Legislation proposed:
The Commission proposal for a Green Claims Directive aims to ensure that all environmental claims and labels communicated from business to consumers are substantiated, verified and well-communicated. Articles 5 and 6 set out rules on the communication of environmental claims ensuring the substantiation information accompanies all claims and is accessible to consumers.
Other policy instruments:
The Renovation Wave Strategy, which introduces stronger regulations, standards and information on the energy performance of buildings.
The Chemicals Strategy for Sustainability, which aims to ensure availability of information on chemical content and safe use and strengthen information requirements, amongst others.
The Commission Communication on a New Consumer Agenda, which aims to strengthen consumer resilience for sustainable recovery.
The Farm to Fork Strategy sets out the ambition to propose harmonised mandatory front-of-pack nutrition labelling and extending further information requirements.
The Food Labelling Information System provides a user-friendly IT solution which enables its users to select the food and automatically retrieve the mandatory EU labelling indications.
Recommendation 2021/2279 on the use of Environmental Footprint methods for relevant policies and initiatives, to measure, manage and communicate environmental performance, burdens and other information relating to the life cycle of products (goods and services) and organisations.
