However, several aspects of GBF-T01 are not fully covered. The national targets do not specify quantitative or time-bound benchmarks for identifying all areas of high biodiversity value, nor do they include explicit requirements for assessing ecosystem integrity, connectivity, or threat levels as part of spatial planning. The targets also lack explicit commitments to Other Effective Area-Based Conservation Measures (OECMs), ecological corridors, or national criteria for defining Key Biodiversity Areas and ecologically representative networks. In addition, no mechanisms are described for periodic reassessment of spatial plans or the effectiveness of protected areas in line with GBF monitoring standards. These elements will require further elaboration to ensure full alignment with GBF-T01.
The reference period corresponds to the most recent national land-use and spatial planning datasets used by Jordan for biodiversity-inclusive planning, which are based on the land-cover and spatial-planning baselines from 2015–2020. These data underpin the NBSAP 2025–2050 and national spatial planning processes.
