Jordan’s national targets address several core elements of GBF Goal C, particularly those related to access and benefit sharing (ABS), digital sequence information (DSI), traditional knowledge, and strengthening institutional and scientific capacity. National targets on equity, inclusion, gender empowerment, and rights-based participation further support the fairness and governance dimensions of benefit sharing. The establishment of a national biodiversity information system and efforts to enhance ABS frameworks align with key components of GBF Target 13.
However, several elements of the global targets remain insufficiently addressed. These include the lack of quantitative national commitments for monetary and non-monetary benefit sharing, the absence of mechanisms to track ABS-related benefits, no explicit provisions for the protection of traditional knowledge under ABS (PIC/MAT), and no targets for compliance, monitoring, or traceability of genetic resources and DSI. Additionally, there are no measurable indicators or national targets to increase ABS agreements or improve fair access to research benefits. These gaps represent areas where further national development is needed to achieve full alignment with GBF Target 13.
