The national targets address GBF Goal D by strengthening the means of implementation through resource mobilization, capacity-building, governance, monitoring, and community participation. This includes mobilizing biodiversity finance and establishing a national biodiversity trust fund (Target 11.1), improving protected area management effectiveness (Target 1.2), building national and community capacity through the training of rangers and extension agents (Target 12.2), establishing a national biodiversity monitoring and reporting system to support evidence-based decision-making and accountability (Target 12.1), strengthening institutional preparedness through a national invasive alien species strategy and rapid response capacity (Target 7.1), and promoting inclusive, community-based governance and sustainable livelihoods through conservation agreements and alternative livelihood programs (Targets 10.2 and 11.2).
