The degradation that occurs in terrestrial ecosystems is represented by the condition of critical land, such as degradation of its function, due to the impact of human activities. Some of the areas in the marine ecosystem that are found in the critical category are coral reefs, seagrass and mangrove areas.
National Target 2 (NT 2) is measured through one indicator and implemented through two action groups. The entities that will support the achievement of NT 2 are the Ministry of Environment (KLH/BPLH), the Ministry of Forestry (Kemenhut), the Ministry of Marine Affairs and Fisheries (KKP), the Ministry of Agriculture (Kementan), the Ministry of Energy and Mineral Resources (KemenESDM), the Ministry of Public Works (KemenPU), the Ministry of Transportation (Kemenhub), the National Research and Innovation Agency (BRIN), Local Governments (Provincial and City/Regency), private sectors and non-state actors.

The implementation of the target consistently be guided by the vision, mission, and principles outlined in the Indonesia Biodiversity Strategy and Action Plan (IBSAP) and National Long Term Development Plan (RPJP), which broadly align with all components of Section C of the KMGBF.
Most of the target elements have been covered. Although the timeline of Indonesia to achieve the target is 2045 according to National Long Term Development Plan, instead of 2030 as outlined in the KMGBF targets.
Monetary, capacity building and transfer of technology, in particular at the regional (Provincial and City/Regency) level.
