By 2030, at least 30 percent of terrestrial and inland water areas, and at least 10% of marine and coastal areas are conserved by the protected area system and other effective area-based conservation measures (OECMs), with effective management in place to ensure the 2050 vision, while ensuring equitable participation with inclusive processes and outcomes, and recognizing the roles of indigenous peoples, local communities, women and youth.
Policy: National Protected Area Strategic Management Plan (2017–2031)
Actions: Cambodia will strengthen management effectiveness of Protected Areas through updated zoning, enforcement and application of monitoring tools, while expanding conservation coverage toward 30% of terrestrial and inland waters and 10% of marine and coastal areas. A national framework will be developed to recognize and integrate OECMs, including community and privately governed areas. Sustainable financing mechanisms will be mobilized, and participatory governance will ensure inclusive involvement of Indigenous Peoples, local communities, women and youth in conservation planning and management.

GBF-T03. 30% of areas are effectively conserved GBF-T03. 30% of areas are effectively conservedEnsure and enable that by 2030 at least 30 per cent of terrestrial, inland water, and of coastal and marine areas, especially areas of particular importance for biodiversity and ecosystem functions and services, are effectively conserved and managed through ecologically representative, well-connected and equitably governed systems of protected areas and other effective area-based conservation measures, recognizing indigenous and traditional territories where applicable, and integrated into wider landscapes, seascapes and the ocean, while ensuring that any sustainable use, where appropriate in such areas, is fully consistent with conservation outcomes, recognizing and respecting the rights of indigenous peoples and local communities, including over their traditional territories. | Medium |
The target builds equity into conservation coverage by pairing protected areas with OECMs and emphasising co-management and inclusive participation. Actions focus on operationalising an OECM policy, identifying areas that fill ecosystem representation gaps, and improving management effectiveness. This design embeds a human rights-based approach and gender responsiveness, while also recognising that sustained financing and inter-agency coordination are necessary to make area-based conservation effective in practice.
Land and inland waters align, but marine ambition is 10% vs GBF 30%, and GBF is explicit on representative, connected, equitably governed systems and IPLC rights.
to be analyzed if we need to have additional means of implementation
