The NBSAP (2022) and the Action Plan of the NBSAP (2023) prescribe the following actions for implementation under National target 1:
Action 1.1: Establishment of effective and well managed protected areas network in SP
Action 1.2: Develop the laws and regulations for conservation to update the biodiversity conservation legislation framework
Action 1.3: Protect the very limited forests remaining in SP and expand it with adaptive natural cover
Action 1.4: Develop Micro-Reserve (MR) when it is impossible to protect large areas
Action 1.5: Develop biosphere reserves
Action 1.6: Develop and implement plans for cross-border (trans-boundaries) cooperation especially in areas of KBAs and regions of special interest including exchange of expertise and knowledge and even joint management (e.g. Jordan River area with Jordan)
Action 1.7: Develop and implement plans to protect the most vulnerable species of large vertebrates

This national target is highly aligned with GBF Goal A and Global Targets 1 and 3. It aims to update and effectively manage Palestine’s protected areas and Key Biodiversity Areas network through science-based and biodiversity-inclusive spatial planning. The target supports reducing biodiversity loss by improving the representativeness, connectivity, and management of protected areas, conserving ecosystems and habitats, and strengthening protection of areas important for biodiversity. It also contributes to the global 30x30 target by expanding and improving the protected-area network, although Palestine’s current protected-area coverage remains below 30% and is affected by access, sovereignty, financial, and management constraints.
