CN.1. D’ici 2035, s’orienter davantage vers la planification spatiale intégrée et inclusive dans le processus d’affectation des espaces marins et terrestres pour renforcer la préservation des zones d’importance pour la biodiversité.
FRCet objectif vise à promouvoir une approche de planification spatiale intégrée et inclusive dans la gestion des espaces marins et terrestres. Il s'agit d'incorporer de manière systématique et holistique les considérations de conservation de la biodiversité lors de l'affectation et de l'utilisation des zones naturelles. Cette approche cherche à identifier et à préserver les zones d'importance critique pour la biodiversité, en tenant compte des écosystèmes fragiles, des habitats essentiels pour les espèces menacées et des corridors écologiques nécessaires à leur survie. En intégrant les principes de conservation dans la planification spatiale, cet objectif vise à assurer une utilisation durable des ressources naturelles tout en minimisant les impacts négatifs sur l'environnement, favorisant ainsi la résilience écologique à long terme et contribuant à la préservation de la diversité biologique.

Cet objectif tel qu’il est conçu, prendre en considérations les éléments cochés de la façon suivante :
- Accès aux ressources financières : Ce type de planification nécessite des ressources financières adéquates pour être efficacement mise en œuvre. Il encourage donc la mobilisation de financements variés, tant publics que privés, ainsi que l'exploration de mécanismes financiers novateurs pour soutenir la conservation des zones importantes en matière de biodiversité
- Effort collectif vers les objectifs : La promotion de la planification spatiale intégrée engage divers acteurs, y compris les gouvernements, les communautés locales, les entreprises et la société civile, dans un effort collaboratif visant à atteindre les objectifs communs de conservation de la biodiversité. Cela nécessite une coordination et une coopération multi-parties prenantes à tous les niveaux.
- Coopération et synergies : En intégrant les besoins de la biodiversité dans la planification spatiale, cet objectif favorise la coopération entre différents secteurs et parties prenantes. Il encourage l'échange de connaissances, de technologies et de bonnes pratiques pour optimiser l'utilisation des espaces marins et terrestres tout en préservant la biodiversité.

- Éducation formelle et informelle : La planification spatiale intégrée implique une sensibilisation et une éducation continues tant au niveau formel (systèmes éducatifs) qu'informel (sensibilisation du public). Cela contribue à une meilleure compréhension des enjeux de la biodiversité et à un soutien accru pour les initiatives de conservation.
- Réalisation des objectifs de la Convention sur la diversité biologique (CDB) : En intégrant les principes et objectifs de la CDB, notamment la conservation des écosystèmes, la promotion de l'utilisation durable des ressources naturelles et le partage juste et équitable des bénéfices, cette approche vise à garantir une mise en œuvre équilibrée des objectifs de conservation.
- Genre : La planification spatiale inclusive tient compte des perspectives et des besoins spécifiques des femmes et des hommes, en garantissant leur participation égale dans les processus décisionnels et en promouvant l'égalité des genres dans la gestion des ressources naturelles.
- Approche fondée sur les droits de l'homme : En garantissant l'accès équitable aux ressources naturelles et en protégeant les droits des communautés locales et autochtones, cette approche assure le respect des droits de l'homme dans la gestion des espaces marins et terrestres.
- Équité intergénérationnelle : La planification spatiale intégrée prend en considération les besoins des générations futures en assurant la durabilité des écosystèmes et des services écosystémiques pour les générations à venir.
- Situations, priorités et capacités nationales : Cette approche reconnaît la diversité des situations nationales, les priorités locales et les capacités nationales différentes, adaptant ainsi les stratégies de conservation à chaque contexte spécifique.
- Principes de la Déclaration de Rio : En suivant les principes de la Déclaration de Rio, tels que le principe de précaution et le principe de responsabilité commune mais différenciée, cette approche assure une gestion durable des ressources naturelles.
- Droit au développement : En intégrant la conservation de la biodiversité dans la planification du développement, cette approche garantit le droit des nations à un développement économique et social durable.
- Sciences et innovations : Elle encourage l'utilisation des avancées scientifiques et technologiques pour soutenir la planification spatiale, améliorant ainsi la gestion et la conservation des espaces marins et terrestres.
- Approche pangouvernementale et pansociétale : Cette approche reconnaît que la conservation de la biodiversité nécessite une collaboration entre gouvernements, entreprises, organisations non gouvernementales et citoyens, mettant ainsi en œuvre des solutions holistiques et intégrées pour la gestion des espaces naturels.
- La pleine mise en œuvre d’un cadre financier adéquat et facilement accessible ;Les plans d’aménagement et de gestion des pêcheries marocaines sont financés par le budget général de l’état.
L'objectif conçu pour promouvoir une planification spatiale intégrée et inclusive est fortement lié à la cible 1 car il offre un cadre structuré pour identifier et hiérarchiser les zones cruciales pour la biodiversité. En intégrant les besoins de la biodiversité avec d'autres utilisations des terres et des mers, la planification spatiale facilite une gestion coordonnée des aires protégées, optimisant ainsi leur efficacité dans la préservation de la biodiversité. De plus, cette approche favorise l'adoption de pratiques durables dans l'utilisation des ressources naturelles, ce qui aide à préserver la biodiversité tout en régulant les services écosystémiques essentiels.
Cet objectif tel qu’il est structuré présente aussi des liens avec des degrés d’alignement différentes avec les autres cibles telles que, la cible (8-22-23) et avec l’objectif A et B et C .

Moyens de mise en œuvre disponibles :

- Dans le cadre de son programme Plages Propres, la Fondation Mohammed VI pour la Protection de l’environnement instaure en coordination avec les départements concernés par la gestion des sites balnéaires des Plans d’utilisation et de gestion des plages (PUGP), ainsi que les modalités de leur gestion, visant à promouvoir et développer ces espaces marins et terrestres, et assurer une meilleure organisation des activités. Une étude détaillée pour l'élaboration de (PUGP) des plages inscrites dans le programme « Plages Propres » est en cours de réalisation pour généraliser cette approche de planification spatiale intégrée.

- La croissance démographique et l’étalement urbain et le changement de mode vie et de consommation impliquant une pollution surtout du par le plastique.
