In an effort to protect ecosystems, Indonesia has allocated at least 30% of its area as having a protective function (instead of the protected area as described in KMGBF) in the National Regional Spatial Plan (RTRWN). The direction of plans for area protection and biodiversity management can be prioritized for areas that have high biodiversity value.
The Indonesian Government has also mandated the preparation of a Strategic Environmental Study (KLHS) in national and regional spatial planning. KLHS was initiated to ensure that policies and plans are prepared to take into account the environmental carrying capacity, as well as the protection of biodiversity, in spatial planning at both national and regional levels (Provincial and City/regency levels).
National Target 1 (NT 1) is measured through the achievement of four indicators and implemented through 10 action groups. The entities that will support the achievement of NT 1 include: the Ministry of Environment (KLH/BPLH), the Ministry of Forestry (Kemenhut), the Ministry of Marine Affairs and Fisheries (KKP), the Ministry of Agriculture (Kementan), the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (KemenATR/BPN), the Ministry of Energy and Mineral Resources (Kemen ESDM), the Ministry of Public Works (Kemen PU), the Ministry of Home Affairs (Kemendagri), the Geospatial Information Agency (BIG), the National Research and Innovation Agency (BRIN), and Local Governments (Provincial and City/Regency), along with the involvement of private sectors and non-state actors.
1.1. Identification of areas with high biodiversity value and assessment of ecosystem status;
1.2. Planning of protected forest and land, coastal and marine, and geological areas;
1.3. Preservation Area Planning in cultivation areas for conservation efforts and maintaining ecosystem functions;
1.4. Integration of landscape and seascape spatial planning;
1.5. Planning of traditional, customary and local community areas as protected functions on spatial planning;
1.6. Spatial planning in the National Strategic Area from the perspective of environmental function and carrying capacity;
1.7. Improving the quality of spatial planning implementation by considering biodiversity values;
1.8. Monitoring and control of spatial planning implementation;
1.9. Law enforcement for violation of spatial planning implementation; and
1.10. Forest cover management.

The implementation of the target consistently be guided by the vision, mission, and principles outlined in the Indonesia Biodiversity Strategy and Action Plan (IBSAP) and National Long Term Development Plan (RPJP), which broadly align with all components of Section C of the KMGBF.
The elements of the target have been covered. However, the timeline for achieving the national target is 2045, instead of 2030 as outlined in the KMGBF targets.
Since Indonesia has not yet adopted index-based indicators, there is still a need for capacity building to obtain the parameters used in modeling within the headline indicators.
