Minimise the negative impact of climate change on biodiversity and build resilience while minimising negative and fostering positive climate actions through; adaptation, restoration, mitigation and disaster risk reduction actions, including ecosystem-based approaches.

1. Mainstream climate change and related financing in all policies, strategies, programmes and projects
2. Develop and implement a national disaster risk reduction strategy that includes biodiversity
3. Establish and/or strengthen early warning systems on droughts, heatwaves, cyclones, floods, wild fires and disease outbreaks
4. Promote climate-smart agriculture
5. Promote reforestation, afforestation, agroforestry, wetland restoration and carbon sequestration programmes
6. Enhance climate resilience of biodiversity-rich areas.
7. Promote the establishment community-based climate monitoring systems
8. Strengthen the documentation of and tapping into indigenous knowledge systems to complement scientific knowledge for climate change
9. Strengthen research capacity and support research and development on climate change mitigation and adaptation
10. Improve access to and promote uptake of cleaner and more efficient technologies (CETs) across all economic sectors
     

These considerations were taken into account through a participatory and consultative process. The process involved an inception workshop, a series of stakeholder consultations, technical working group meetings, and validation workshops. The process was coordinated by the Ministry of Environment, Climate and Wildlife (MECW), through the Department of Wildlife and Forestry Resources Management.

• Reduces climate-related risks to people and ecosystems from extreme events such as droughts, floods, and cyclones through ecosystem-based adaptation approaches.

3. Global Goal C – Recognition and Use of Traditional Knowledge

• Integrates Indigenous Knowledge Systems (IKS) into climate change adaptation planning and biodiversity management, recognising IPLCs as custodians of locally adapted solutions.
• Promotes the documentation, protection, and application of traditional knowledge alongside scientific evidence to strengthen culturally appropriate and effective adaptation responses.

4. Global Goal D – Means of Implementation and Enabling Conditions

• Mainstreams climate change and biodiversity considerations into national development planning, sectoral policies, and financing frameworks to ensure coordinated implementation.
• Strengthens research, monitoring, and early warning systems to inform climate-resilient biodiversity management and adaptive decision-making.
• Promotes access to climate finance, technology transfer, and cleaner and more efficient technologies to support long-term biodiversity resilience across sectors.
