By 2030, biosafety legislation and administrative measures and tools are developed and functioning, including addressing participation in biotechnology research and the distribution of benefits from biotechnology.
Policy: Law on Biosafety (2008)
Actions: Cambodia will strengthen biosafety and equitable benefit distribution from biotechnology through implementation of the Law on Biosafety (2008) and the ENR Code (2023). Technical guidelines, risk assessment procedures and laboratory capacity will be improved to regulate living modified organisms and biotechnology research. Border controls and inspection systems will be strengthened to prevent unauthorized introductions. Alignment with Access and Benefit-Sharing procedures will ensure that research involving genetic resources delivers fair benefits, while public awareness and stakeholder participation will support informed decision-making and precautionary governance.

GBF-T17. Strengthen biosafety and distribute benefits of biotechnology GBF-T17. Strengthen biosafety and distribute benefits of biotechnologyEstablish, strengthen capacity for, and implement in all countries biosafety measures as set out in Article 8(g) of the Convention on Biological Diversity and measures for the handling of biotechnology and distribution of its benefits as set out in Article 19 of the Convention. | High |
The target focuses on establishing functioning biosafety legislation, administrative tools, and oversight arrangements, including formal governance mechanisms such as a national biosafety body. Actions emphasise capacity building, monitoring, and compliance, reflecting the technical and risk-management character of biosafety. Benefit-sharing mechanisms are also included so biotechnology participation is coupled with equitable distribution of gains.
Aligned on functioning biosafety legislation/measures and benefit-sharing aspects for biotechnology.
to be analyzed if we need to have additional means of implementation
