Recreational areas within and near cities have a range of positive effects on human health through improved physical and mental well-being. Ensuring the availability and accessibility of such areas is important because the increasing trend towards urbanization tends to separate people from nature, lowering their understanding of biodiversity and the ecosystem services it provides. Green and blue areas can provide important habitat for some wild species and can help to mediate extreme events, for example by providing shade during heat waves. This target focuses on making space for nature within built landscapes to improve the health and quality of life for citizens. Such spaces require spatial planning to reduce negative impacts on biodiversity of urban expansion, roads, and other infrastructure. This target contributes to SDGs 3, 11, and 16.
The Government of Timor-Leste has recognized the importance of improving the lives of city residents through making improvements to the waterfront area in the capital city Dili. City planning needs to consider how to incorporate green n blue spaces for city growth in Baucau and Dili through policy measures requiring a certain amount of green space per unit area.

Actions:
1. Improve and rehabilitate the waterfront and shoreline in Dili.
2. Improve co-operation among the Environment Department, the Ministry of State Administration, and the Ministry of Public Works for the restoration and creation of gardens and green spaces in Dili, Bacuau, and other municipalities.
3. Ensure that any city expansion includes green spaces for citizens, with recreational trails.
