Ensure gender equality in the implementation of the strategy through a gender-responsive approach where all girls and boys, women and men, have equal opportunity and capacity to contribute to the three objectives of the Convention, including by recognizing their equal rights and access to land and natural resources and their full, equitable, meaningful and informed participation and leadership at all levels of action, engagement, policy and decision-making related to biodiversity.

2. Develop a harmonized National Gender and Biodiversity Strategy and Action Plan (NGBSAP) 
3. Promote active, meaningful, and equitable participation and representation of women, youth, and other vulnerable and marginalized groups in biodiversity governance and management at local, regional and national levels 
4. Provide gender-responsive capacity-building programs tailored for women, youth, and marginalized/vulnerable groups, including training in gendered monitoring and evaluation (M&E), to strengthen their participation and leadership in biodiversity governance and management 
5. Undertake gender, youth, and social inclusion capacity assessments at all administrative levels to identify gaps, opportunities, and needs in institutional, policy, and programmatic frameworks related to biodiversity governance and management 
6. Establish inclusive funding mechanisms to support women-led biodiversity initiatives, as well as those led by youth and other vulnerable and marginalized groups, ensuring equitable access to financial resources for biodiversity governance, conservation, and sustainable use 

These considerations were taken into account through a participatory and consultative process. The process involved an inception workshop, a series of stakeholder consultations, technical working group meetings, and validation workshops. The process was coordinated by the Ministry of Environment, Climate and Wildlife (MECW), through the Department of Wildlife and Forestry Resources Management.

1. Global Goal A – Ecosystem and Species Integrity

• Strengthens biodiversity conservation outcomes by ensuring that gender-differentiated knowledge, roles, and practices are integrated into ecosystem management, restoration, and species conservation.
• Enhances effectiveness of conservation interventions by recognising women’s and men’s distinct interactions with biodiversity and incorporating these perspectives into planning, monitoring, and adaptive management.
• Supports more resilient ecosystems through inclusive governance structures that leverage diverse knowledge systems and stewardship practices.

2. Global Goal B – Sustainable Use and Nature’s Contributions to People

• Promotes equitable and sustainable use of biodiversity by ensuring that women, men, girls, and boys have equal opportunities to access, manage, and benefit from natural resources.
• Enhances nature’s contributions to people by supporting women’s and youth-led biodiversity-based livelihoods, value chains, and sustainable use initiatives.
• Strengthens food security, household well-being, and local economies by addressing gender inequalities in access to land, resources, finance, and biodiversity-related technologies.

3. Global Goal C – Fair and Equitable Benefit-Sharing

• Ensures equal rights and equitable benefit-sharing from biodiversity conservation and sustainable use, including access to land, natural resources, and biodiversity-derived benefits.
• Promotes the meaningful participation and leadership of women, youth, and marginalised groups in biodiversity governance and decision-making at all levels.
• Supports gender-responsive Access and Benefit-Sharing (ABS) arrangements and community-based initiatives that recognise women’s contributions to biodiversity stewardship and traditional knowledge systems.

4. Global Goal D – Means of Implementation and Enabling Conditions

• Strengthens institutional, policy, and programmatic frameworks through systematic gender mainstreaming across biodiversity policies, strategies, and programmes.
• Establishes enabling mechanisms such as the National Gender and Biodiversity Strategy and Action Plan (NGBSAP), gender-responsive monitoring and evaluation systems, and inclusive financing instruments.
• Builds capacity of institutions and stakeholders to apply gender-responsive approaches, including gender-disaggregated data collection, gender-sensitive indicators, and inclusive funding mechanisms.
• Mobilises financial and technical resources to support women-, youth-, and marginalised group-led biodiversity initiatives and leadership.
