By 2030, reduce overconsumption and waste generation by at least 30% by promoting sustainable consumption choices.
Policy: NDC 3.0 and Circular Strategy on Environment 2023-2028
Actions: Cambodia will reduce overconsumption and waste generation through implementation of the Circular Strategy on Environment (2023–2028) and alignment with NDC 3.0 (2025), which promote circular economy measures and climate-resilient waste management. Priority actions include strengthening the 4Rs framework, mandatory source separation, expanded composting and recycling systems, and Extended Producer Responsibility for plastics and packaging. Enforcement of waste and pollution regulations, green public procurement and public awareness campaigns will reduce pollution loads and support sustainable consumption patterns across terrestrial, freshwater and coastal ecosystems.

GBF-T16. Sustainable consumption choices are enabled, and food waste reduced by half GBF-T16. Sustainable consumption choices are enabled, and food waste reduced by halfEnsure that people are encouraged and enabled to make sustainable consumption choices including by establishing supportive policy, legislative or regulatory frameworks, improving education and access to relevant and accurate information and alternatives, and by 2030, reduce the global footprint of consumption in an equitable manner, including through halving global food waste, significantly reducing overconsumption and substantially reducing waste generation, in order for all people to live well in harmony with Mother Earth. | Medium |
The target treats waste and overconsumption as a system issue, combining circular economy actions with labelling, incentives, and innovation in retail and product systems. Education and information tools support behaviour change and market demand for sustainable choices. Implementation therefore sits across government policy, private sector supply chains, and consumer norms rather than a single technical intervention.
Cambodia has a quantified waste/overconsumption reduction, but GBF explicitly calls for halving food waste and broader footprint reduction elements.
to be analyzed if we need to have additional means of implementation
