Parties require the necessary expertise and tools with which to implement the GBF and its targets. Capacity development, technical and scientific cooperation, technology transfer and innovation are crucial for enhancing the abilities and effectiveness of individuals, agencies, and systems at various levels for improved biodiversity-related decision-making, implementation of this plan, monitoring, and ultimately achieving the desired outcomes. This target supports SDGs 3, 14, 15, and 17, and GFG 6.
To determine the needs for capacity building, the lead agencies need to consider bringing together various stakeholders to find solutions, propose concrete actions, and identify mechanisms to address the identified priority capacity needs and gaps. This is related to the action under Target 14, proposing a national environmental committee.

Actions:
1. The national environmental committee (if established - see Target 14), together with other stakeholders to determine the needs for capacity building, and to recommend solutions, propose actions, and identify mechanisms to address the identified capacity needs, and gaps.
2. Develop joint programmes with relevant sectors for funding from tender partners (DFAT, US-AID, JICA, KOICA, AFoCO, etc.) and multilateral (GEF, GCF) adaptation funds, etc. (Ongoing)
3. Ensure implementing agencies (UNDP, FAO, UNEP and etc.) develop programmes to improve biodiversity data production, collect local knowledge, and make innovation accessible to the communities. (Ongoing)
4. Create an inter-ministerial commission to produce and share information.
5. Establish links or partnerships with regional organisations and interested universities in the Asia region, and improve existing partnerships (e.g., by inviting SPREP to assist in specific marine monitoring programmes). (Ongoing)
6. Ensure that projects from development banks include a strong component to protect biodiversity. (Ongoing)
