Conserve 30% of Land and Waters

Description

Ensure and enable that at least 30% of terrestrial and inland water areas, especially areas of particular importance for biodiversity and ecosystem functions and services, are effectively protected, conserved, managed and financed through ecologically representative, integrated, well-connected and equitably governed systems of protected areas and other effective area-based conservation measures, recognizing and respecting the rights of indigenous peoples and local communities.

Strengthen policy and regulatory framework on protected and conserved areas (PCAs) and other effective area-based conservation measures (OECMs) including community conservancies
Define, identify, formalize, strengthen and establish other effective area-based conservation measures (OECMs) including community conservation areas and community conservancies
Strengthen management of existing conservation areas including TFCAs and biosphere reserves
Develop sustainable financing mechanisms for supporting PCAs and OECMs including Community Conservation Areas (CCAs) and community conservancies
Enhance enforcement of environmental laws for the protection of PCAs and OECMs

These considerations were taken into account through a participatory and consultative process. The process involved an inception workshop, a series of stakeholder consultations, technical working group meetings, and validation workshops. The process was coordinated by the Ministry of Environment, Climate and Wildlife (MECW), through the Department of Wildlife and Forestry Resources Management.

Contribution to KM-GBF Global Goals:

Global Goal A – Ecosystem Integrity and Species Conservation

Protect 30% of terrestrial and inland water areas to increase natural ecosystem coverage.
Ensure connectivity and ecological integrity using the Protected Area Connectedness Index (PARC-Connectedness) and Protected Area Management Effectiveness (PAME).
Strengthen management of Transfrontier Conservation Areas (TFCAs) and biosphere reserves to safeguard biodiversity hotspots and large-scale ecological processes.

Global Goal B – Sustainable Use and Nature’s Contributions to People

Promote equitable governance, respecting the rights of Indigenous Peoples and Local Communities (IPLCs).
Establish community conservancies and Other Effective Area-Based Conservation Measures (OECMs) to provide livelihoods, eco-tourism opportunities, and sustainable resource use.
Protect areas critical for ecosystem services, securing water, food, and climate resilience for local populations.

Global Goal D – Implementation and Finance

Develop sustainable financing mechanisms for protected and conserved areas, including private sector and philanthropic investment.
Strengthen institutional capacity of agencies (e.g., ZPWMA, local authorities) through training, enforcement, and policy support.
Enhance legislative and regulatory frameworks to enable effective management, governance, and long-term funding of protected areas.
