Inclusiveness in decision-making improves 'ownership' of resources and allows for diverse inputs and opinions. It is especially important that under-represented segments of civil society be allowed to contribute.
None of the Goals explicitly deal with inclusiveness, but Goal B is about sustainable management which does include an ILC and gender component.
