By 2030, at least 30 percent of the total area of degraded terrestrial, inland water, marine and coastal ecosystems will be defined, mapped, prioritized and under restoration to enhance biodiversity, connectivity, and ecosystem functions and services.
Policy: Circular Strategy on Environment (2023–2028)
Actions: Cambodia will implement large-scale ecosystem restoration across forests, wetlands, floodplains, mangroves, coral reefs and inland waters using assisted natural regeneration, native species planting and community-based initiatives. Restoration targets will be embedded in national and subnational land-use plans, supported by strengthened regulatory guidance and ecosystem mapping. Investments will prioritize sites where measurable recovery of biodiversity, connectivity and ecosystem services is feasible. Financing will be mobilized through REDD+, PES, biodiversity credits and private-sector participation, with coordinated roles for MOE, MAFF, and MOWRAM.

GBF-T02. 30% of degraded areas are under effective restoration GBF-T02. 30% of degraded areas are under effective restorationEnsure that by 2030 at least 30 per cent of areas of degraded terrestrial, inland water, and coastal and marine ecosystems are under effective restoration, in order to enhance biodiversity and ecosystem functions and services, ecological integrity and connectivity. | High |
The target uses an ecosystem approach by linking restoration to biodiversity, connectivity, and ecosystem services, and the actions prioritise where restoration yields the greatest ecological and social returns. Implementation relies on mapping and prioritisation to apply limited resources efficiently, while embedding restoration targets into planning and regulatory settings. Finance and coordination considerations are built in through the emphasis on prioritised investment and cross-sector restoration delivery.
Closely matches GBF 30% restoration intent, and adds operational steps (define, map, prioritize).
