Ensure Sustainable, Safe and Legal Harvesting and Trade of Wild Species

Description

Ensure that the use, harvesting and trade of wild species is sustainable, legal and safe, preventing overexploitation, minimizing risks to non-target species and ecosystems, and reducing the risk of pathogen spill-over, applying the ecosystem approach, while respecting and protecting customary sustainable use by indigenous peoples and local communities.

Please outline the main policy measures or actions that will be taken to achieve this national target.

Initiate a comprehensive baseline survey to evaluate the population status, harvesting levels, and trade dynamics of wild species in Zimbabwe
Review and harmonize the existing policies and legislation on harvesting, utilization and trade of wild species
Promote value addition of harvested wild species
Implement and enforce laws on sustainable harvesting, utilization and trade of wild species
Strengthen monitoring systems for harvesting, utilization and trade of wild species
Promote and strengthen community engagement in the implementation and monitoring of laws and policies governing the harvesting and trade of wild species
Enhance capacity for CITES compliance and enforcement.

These considerations were taken into account through a participatory and consultative process. The process involved an inception workshop, a series of stakeholder consultations, technical working group meetings, and validation workshops. The process was coordinated by the Ministry of Environment, Climate and Wildlife (MECW), through the Department of Wildlife and Forestry Resources Management.

Prevents overexploitation through sustainable harvesting guidelines, population-based quotas, and strengthened enforcement.

Supports sustainable livelihoods by promoting value addition, processing facilities, cooperatives, and biodiversity-based enterprises.

Promotes equitable distribution of trade benefits by strengthening community involvement in compliance and monitoring systems.

Global Goal D – Means of Implementation and Finance

Allocates significant financial resources (USD 37.8 million) to support enforcement, monitoring, and enterprise development.
Builds national capacity for CITES compliance through targeted training of customs, police, judiciary, and regulators, including digital permitting systems.
Strengthens inter-agency and cross-border coordination through enforcement task forces and technical cooperation mechanisms.
