By 2030, ensure that all areas of high biodiversity importance are identified and brought under participatory, integrated and biodiversity-inclusive spatial planning and management processes, with effective and equitable management addressing key drivers of land-use and sea-use change, and with natural habitat loss brought close to zero.
Policy: While Paper on Land Policy
Actions: National biodiversity-inclusive spatial plans can be viewed through two major lenses namely Land Use Master Plan (LUMP) at Khan/District and Zoning in Protected Area. Cambodia applies a standardized land-use and land-cover classification system through the Ministry of Land Management, Urban Planning and Construction to guide national and sub-national spatial planning. Protected Areas are designated as conservation land-use zones within spatial plans, while other environmentally sensitive areas are reflected through zoning and supported by environmental assessment processes.

GBF-T01. All areas are planned or managed to bring loss of areas of high biodiversity importance close to zero GBF-T01. All areas are planned or managed to bring loss of areas of high biodiversity importance close to zeroEnsure that all areas are under participatory, integrated, and biodiversity inclusive spatial planning and/or effective management processes addressing land and sea use change, to bring the loss of areas of high biodiversity importance, including ecosystems of high ecological integrity, close to zero by 2030, while respecting the rights of indigenous peoples and local communities. | High |
The target is framed around applying an ecosystem approach through biodiversity-inclusive spatial planning, minimum ecological requirements, and clear “no-go” decisions for critical ecosystems. The action plan anchors delivery in science-based mapping and standards, while also strengthening participatory governance so planning decisions reflect local realities and community interests. Legal harmonisation and institutional coordination reinforce a whole-of-government approach so biodiversity safeguards are applied consistently across land and sea-use decisions
Strong on “high biodiversity importance” and habitat loss close to zero, but GBF is all areas, includes ecosystems of high ecological integrity, and explicitly respects IPLC rights
to be analyzed if we need to have additional means of implementation
