By 2030, build national capacities for biodiversity conservation, promote technology and scientific transfer, foster joint technology development and joint scientific research among international, regional, national and IPLC organizations to implement the NBSAP.
Policy: NBSAP 2026-2030, NDC 3.0, and Circular Strategy on Environment (2023-2028)
Actions: Cambodia will strengthen capacity-building, technology transfer and scientific cooperation through implementation of the NBSAP 2026–2030, aligned with the Pentagonal Strategy Phase I, the Circular Strategy on Environment (2023–2028) and NDC 3.0 (2025). Multi-year training programs will enhance institutional capacity across MOE, MAFF and subnational administrations, including GIS, remote sensing, biodiversity monitoring and enforcement tools. Partnerships with universities, research institutions and regional platforms will strengthen the science–policy interface. CEMIS will support data governance, standardized indicators and knowledge-sharing to improve evidence-based biodiversity management.

The target is designed to close implementation capability gaps through CEPA, institutional strengthening such as a biodiversity centre of excellence, and improved access to tools including GIS and remote sensing. Cooperation is embedded through joint research and technology collaboration arrangements. The emphasis on training and enabling systems reflects that capacity is both technical and institutional and depends on sustained investment.
Aligned on capacity, tech transfer, joint research and cooperation.
