This target is about implementing the Cartegena Protocol on biosafety. Biosafety measures are meant to ensure that modified organisms resulting from biotechnology are handled and used with the necessary safety precautions because of possible potential associated risks. This target relates to SDGs 14 and 15.
Timor-Leste is not a party to the Cartegena Protocol and could be a supplier of new genetic resources once the Nagoya Protocol is implemented. Greater effort for research on genetic resources could help the country to address its own needs, especially in the fields of agriculture and forestry. As a net importer of food, plants, and livestock, it is important that strong quarantine measures be enforced to protect the country from the possibility of modified organisms that may be harmful.
Responsible Ministry(ies): MAFFL, MTE, Ministry of Trade and Industry
Actions:
1. Increase the capacity of ministry staff relevant to safe food identification of foods contain genetic modifications and additive materials that are regulated by health standards.
2. Strengthen facilities and train human resources for biosecurity.
3. Increase staff capacity for the identification and quarantine of new animals and crops.
4. Strengthen facilities in quarantine services to implement the Protocol, standards, and database for sanitary and phytosanitary controls to facilitate the import and export of agricultural products, while ensuring the interoperability of a Single Window system,
