These considerations were taken into account through a participatory and consultative process. The process involved an inception workshop, a series of stakeholder consultations, technical working group meetings, and validation workshops. The process was coordinated by the Ministry of Environment, Climate and Wildlife (MECW), through the Department of Wildlife and Forestry Resources Management.

Contribution to KM-GBF Global Goals

1. Global Goal A – Ecosystem and Species Integrity

• Supports ecosystem integrity and resilience by promoting ecosystem-based approaches that maintain or restore the functional condition of natural systems delivering key services.
• Integrates ecosystem-based disaster risk reduction (Eco-DRR) into national planning, using wetlands, forests, and riparian systems as natural buffers against floods, droughts, and climate-related shocks.
• Strengthens monitoring of ecosystem condition and trends, enabling early detection of degradation and adaptive management to maintain ecological integrity and resilience.

2. Global Goal B – Sustainable Use and Nature’s Contributions to People

• Serves as the primary national mechanism for safeguarding and enhancing nature’s contributions to people, including clean water, air purification, climate regulation, pollination, soil fertility, and carbon sequestration.
• Institutionalises ecosystem service mapping, valuation, and accounting to ensure sustainable management of biodiversity underpinning human well-being and economic development.
• Explicitly links biodiversity condition to human health outcomes through indicators on pollution-related mortality and ecosystem service delivery.
• Enhances long-term food, water, and livelihood security by maintaining ecosystem functions essential to national development.

3. Global Goal C – Fair and Equitable Benefit-Sharing

• Strengthens the role of Indigenous Peoples and Local Communities (IPLCs) in the implementation of nature-based solutions and ecosystem service management.
• Promotes inclusive participation and capacity building for community-led conservation and restoration initiatives, ensuring equitable access to and sharing of ecosystem benefits.
• Enhances awareness and stewardship of ecosystem services among local stakeholders, reinforcing shared responsibility and benefits.

4. Global Goal D – Means of Implementation and Enabling Conditions

• Establishes Natural Capital Accounting (NCA) as a core implementation tool, integrating biodiversity values into national planning, budgeting, and investment decision-making.
• Builds national technical capacity through training in ecosystem service assessment, valuation, and monitoring tools (e.g. SEEA-EA, ecosystem modelling frameworks).
• Strengthens institutional frameworks and data systems required for evidence-based biodiversity governance and long-term implementation.
