This target aims to ensure that 30 percent of all degraded terrestrial, inland waters, and coastal ecosystems will be effectively conserved, protected, and restored, with progress made by 2027 and completion by 2030. Target value is set for 2027 and 2030 as follows:
1. By 2030, at least 23% of the country’s terrestrial area and 15% of marine area are designated as protected areas and OECMs.
By 2030, at least 30% of both terrestrial and marine areas are designated as protected areas and OECMs.
2. At least 30% of degraded natural habitats are restored
There are three measures to achieve this national target.
1. Enhance the efficiency and strengthen the management of protected areas and legally designated conservation areas.
2. Promote the conservation, restoration, and sustainable utilization of areas of significant biodiversity importance, and support the establishment of other effective area-based conservation measures (OECMs).
3. Promote the restoration of all types of degraded ecosystems, including terrestrial, inland waters, marine, and coastal areas. Continuously monitor and evaluate areas of degraded biodiversity in both terrestrial and marine environments.

This target aims to enhance the efficiency of conservation, protection, and restoration efforts for biodiversity protected areas, while expanding their coverage. This is in response to negative drivers of land use in areas of high biodiversity, aiming to significantly reduce area loss by 2027, with continued progress towards achieving more ambitious goals by 2030. To accomplish this, it needs to be considered in carrying out following actions:
1. The expansion and enhancement of protected and biodiversity conservation outside protected areas which included as the Other effective area-based conservation Measures (OECMs).
2. Prioritize of key biodiversity areas and ecosystem services, and/or those representative of the country's crucial ecosystems, to determine appropriate operational guidelines/measures.
3. Conserve and manage protected areas and Other Effective area-based Conservation Measures (OECMs) outside protected areas, utilizing them sustainably and efficiently.
4. Expand/designate legally protected areas and propose additional biodiversity conservation areas outside protected area to establish ecosystem connectivity and enhance biodiversity protection efficiency.
5. Emphasize and recognize the participatory role of various sectors and relevant stakeholders in the management and governance of protected areas and OECMs.
6. Continuous restoration and implementation.
7. Elevate/focus on biodiversity conservation and ecosystem service provision.
