Ensure That Knowledge is Available and Accessible to Guide Biodiversity Action
ENEnsure that the best available data, information and knowledge, are accessible to decision makers, practitioners and the public to guide effective and equitable governance, integrated and participatory management of biodiversity, and to strengthen communication, awareness-raising, education, monitoring, research and knowledge management and, also in this context, traditional knowledge, innovations, practices and technologies of indigenous peoples and local communities should only be accessed with their free, prior and informed consent[1], in accordance with national legislation. - Develop and implement a communication, education and public awareness (CEPA) programme on biodiversity
- Develop and update training materials, programmes and facilities on biodiversity for pupils and students, policymakers, businesses and IPLCs
- Establish web-based national biodiversity knowledge hub
- Establish monitoring and evaluation system, including a web-based platform, for the implementation of the NBSAP
- Promote and strengthen citizen science for biodiversity
- Foster data capturing and collaboration amongst stakeholders

These considerations were taken into account through a participatory and consultative process. The process involved an inception workshop, a series of stakeholder consultations, technical working group meetings, and validation workshops. The process was coordinated by the Ministry of Environment, Climate and Wildlife (MECW), through the Department of Wildlife and Forestry Resources Management.

- Enables informed decision-making for the sustainable use and management of biodiversity by policymakers, practitioners, businesses, and communities through access to reliable biodiversity knowledge and data.

- Enhances nature’s contributions to people by improving knowledge flows that guide sustainable resource use, ecosystem services management, and community-based natural resource governance.
- Global Goal C – Fair and Equitable Benefit-Sharing
- Recognises, safeguards, and promotes indigenous peoples’ and local communities’ knowledge, innovations, practices, and technologies related to biodiversity.
- Ensures that access to traditional knowledge associated with biodiversity is subject to free, prior and informed consent (FPIC), in accordance with national legislation.
- Strengthens equitable governance of biodiversity knowledge systems by embedding principles of indigenous data sovereignty and responsible knowledge-sharing.
- Global Goal D – Means of Implementation and Enabling Conditions
- Builds national capacity for biodiversity implementation through communication, education, public awareness (CEPA), training programmes, and strengthened research and knowledge-management systems.
- Establishes enabling infrastructure for implementation, including national biodiversity knowledge hubs, web-based monitoring and evaluation platforms, and interoperable data systems.
- Enhances stakeholder collaboration, citizen science, and partnerships across government, academia, civil society, IPLCs, and the private sector.
- Strengthens transparency, accountability, and reporting in support of national, regional, and global biodiversity commitments, including the CBD, SDGs, and AU Agenda 2063.
