The updated Philippine Biodiversity Strategy and Action Plan (PBSAP) 2024–2040 serves as the country’s national roadmap for protecting and sustainably managing biodiversity and ecosystems. It is led by the Department of Environment and Natural Resources (DENR), through the Biodiversity Management Bureau (BMB), and was developed through consultations with stakeholders across Luzon, Visayas, and Mindanao. The PBSAP 2024–2040 aligns with the Kunming-Montreal Global Biodiversity Framework, reflecting the country’s commitment to contribute to global biodiversity goals. It envisions that by 2040, Philippine biodiversity is valued, enhanced, and effectively conserved and managed, delivering climate-resilient ecosystems and sustained benefits to Filipino communities.

DENR Administrative Order No. 2025-23, issued on 9 June 2025, adopts and establishes the mechanisms necessary to operationalize the PBSAP 2024–2040 across various levels of government and sectors. To further support its implementation, the DENR Biodiversity Management Bureau (BMB) has proposed an implementation mechanism for the PBSAP through an Executive Order. This proposed issuance is currently pending signature by the Office of the President of the Philippines.
