Elements of GBF Target 1 covered: Dominica’s National Target 1 addresses the main planning elements of GBF Target 1 through integrated land/sea-use spatial planning, biodiversity and ecosystem service mapping, biodiversity sensitive zoning, and biodiversity safeguards in planning decisions. It directly supports biodiversity-inclusive spatial planning and can help address land- and sea-use change as a driver of biodiversity loss.
Dominica has relevant spatial planning instruments with identifiable reference periods, including national land-use/physical development planning (National Land Use Policy (NLUP) of Dominica; Draft Dominica National Physical Development Plan (NPDP)) and the Coastal Master and Marine Spatial Plan. The marine spatial planning reference period may be treated as 2021 for endorsement/current status and 2020–2035 for implementation. However, a formal GBF-compatible percentage of land and sea area covered by biodiversity-inclusive spatial plans has not yet been calculated, and the global methodology for this headline indicator is still under development.
Partial reference data are available, mainly for forest cover. The relevant national reference period is 2015, with 2010–2015 used for forest cover trend information based on the 2015 Forest Resources Assessment. Later satellite-based forest/tree cover change data are also available through Global Forest Watch and may be used as supplementary proxy information for tracking forest cover trends after 2015. However, these data do not yet constitute a complete national ecosystem account for all natural and semi-natural terrestrial, freshwater, coastal, and marine ecosystems, and Global Forest Watch tree cover data should be interpreted as forest/tree-cover proxy data rather than a full measure of all natural ecosystems.
