Elements of GBF Target 18 covered: Dominica’s National Target 18 addresses the identification, phasing out and reform of incentives and subsidies harmful to biodiversity. It also provides for redirecting support toward biodiversity-friendly and sustainable agriculture, fisheries, forestry, tourism and land management. These provisions cover the central harmful incentive reform component and partially cover the scaling-up of positive incentives for sustainable use.
A partial reference period relating to headline indicator 18.2 is available for 2020–2024 through UNEP/SDG data on fossil fuel subsidies and documented national petroleum price support measures. However, these data cover only fossil fuel-related support and do not constitute a comprehensive national valuation of all subsidies and other incentives harmful to biodiversity. Dominica has not yet completed a whole-of-government inventory covering agriculture, fisheries, forestry, tourism, land use, infrastructure, energy, tax expenditures and regulatory incentives. The available information should therefore be reported as a sector specific proxy rather than as the total national value for Indicator 18.2.
