Mongolia’s National Biodiversity Strategy and Action Plan (NBSAP) 2026–2030 provides the national policy framework for the conservation, restoration and sustainable use of biodiversity and for the implementation of the Convention on Biological Diversity and the Kunming–Montreal Global Biodiversity Framework. The NBSAP is aligned with Mongolia’s long- and medium-term development policies and contains 20 national targets and 108 actions to be implemented by 2030. 

The NBSAP addresses key priorities including ecosystem conservation and restoration, protected areas and ecological connectivity, conservation of threatened species, sustainable use of natural resources, reduction of pressures on biodiversity, and the integration of biodiversity considerations into sectors such as agriculture, mining, infrastructure, tourism and urban development. It also strengthens biodiversity financing, monitoring and reporting, institutional coordination, stakeholder participation and the integration of gender considerations.

Implementation is based on a whole-of-government and whole-of-society approach, with responsibilities extending across national and local government institutions and relevant sectors. The NBSAP will guide national action and investment towards achieving Mongolia’s biodiversity priorities and contributing to the goals and targets of the Kunming–Montreal Global Biodiversity Framework.
